No, and no. From past Heat Rashes, I imagine it’ll be printed to the number of orders and LC! will announce when the deadline for ordering your issue is nearing. If you didn’t subscribe to HR you can only buy number 3, I’m afraid, they’re not opening up subscriptions, though the band have hinted on future projects depending on the response to opening up issue 3 so there may be hope for something similar in the future!
